Requires all firearm sales or transfers to be conducted by licensed firearms dealers, with exceptions for certain categories including law enforcement, military personnel, gunsmiths, and common carriers.

Mandates background checks under federal law (18 USC § 922(t)) on purchasers or transferees of firearms through licensed dealers facilitating private transfers.

Allows licensed dealers to charge a maximum $20 fee to cover administrative costs when facilitating firearm transfers between private parties.

Exempts certain transactions from the licensing and background check requirement, including family gifts among immediate family members, loans for hunting or sporting purposes, inheritance, emergency transfers to prevent imminent harm, and antique firearms.

Establishes violation of these requirements as a class 5 felony and directs the Secretary of State to submit the measure to voters at the next general election.
