Proposes constitutional amendment to expand the independent redistricting commission from 5 to 9 members, with no more than 3 members from the same political party.

Requires geographic representation with members from the most populous county (4 members), second most populous county (2 members), and remaining counties (2 members), plus a chair from any county.

Changes the nomination pool from 25 to 30 candidates (10 from each major party, 10 unaffiliated) and modifies the appointment process to include joint appointments by same-party legislative leaders.

Strengthens population equality requirements for legislative districts, limiting the population difference between largest and smallest districts to no more than 2 percent.

Requires the commission to comply with state open meeting laws and conduct all business in public meetings with 48-hour notice.
