AZ HB2002

Requires the state board of education and superintendent of public instruction to adopt rules establishing an educator code of ethics and professional responsibility for certificated teachers in public schools.

Prohibits teachers from endorsing, supporting, or opposing candidates, legislation, court cases, or executive actions during class time or while operating within their scope of employment.

Prohibits teachers from introducing controversial issues not germane to their course topic, and requires teachers discussing controversial issues to present materials supporting both sides in a fair-minded, nonpartisan manner.

Prohibits teachers from segregating students by race or blaming one racial group for the suffering of another, and from hampering military recruiter or law enforcement access to campus.

Requires rules to include enforcement mechanisms with termination as a penalty for violations, and mandates three hours of annual continuing education for all teachers on their responsibilities under these rules.
