Creates collegiate football bowl game special license plates in Arizona, requiring a $32,000 implementation fee to be paid by December 31, 2019.

Establishes a $25 annual fee for the special plates, with $8 designated as administration fees deposited to the state highway fund and $17 as donations to a new collegiate football bowl game special plate fund.

Directs the first $32,000 collected in the fund to reimburse the person who paid the implementation fee, with no more than 10% of future deposits used for administrative costs.

Allocates remaining fund monies annually to a qualified 501(c)(3) charitable organization headquartered in Arizona for over 45 years that is affiliated with two collegiate football bowl games played in the state and has donated at least $15,000,000 to Arizona charities.

Amends existing statutes to include the new special plate provisions in references to special plate administration fees and highway fund sources, with an effective date of September 30, 2019.
