Extends the Arizona navigable stream adjudication commission through June 30, 2024 (previously set to expire June 30, 2020).

Commission remains a five-member independent agency appointed by the governor, with no more than three members from the same political party.

Members must be knowledgeable about rivers and streams in Arizona and are subject to conflict-of-interest restrictions, including prohibitions on owning affected lands, earning significant income from interested parties, or being employed by such parties within two years before or after service.

Funding for commission operations comes from legislative appropriations, with unexpended monies reverting to the state general fund upon termination.

Commission must meet at least quarterly unless it has completed all required inquiries and hearings.
