Amends Arizona Revised Statutes Section 28-947 regarding special restrictions on vehicle lamps and lighting devices.

Expands exemption for red or red and blue front-facing lights to include any emergency vehicle (not just fire engines) that is solely used for hobby or display purposes and has been issued a historic vehicle license plate.

Permits historic emergency vehicles to display red or red and blue front lights either when covered and not activated during transport, or when actively used in parades, authorized historic vehicle assemblages, or testing purposes.

Maintains existing restrictions on other vehicles displaying red or red and blue lights visible from the front, with continued exemptions for authorized emergency vehicles and those expressly authorized by law.
