AZ HB2017

Prohibits school districts and charter schools from closing schools during scheduled instructional hours, except for specific emergencies including invasions, epidemics, floods, wildfires, dangerous weather, planned holidays, and threats to safety.

Establishes civil penalties of up to $5,000 per violation, with penalties paid by the violating person and school funds prohibited from covering these costs; allows the Attorney General, county attorneys, or any person to sue for enforcement.

Requires the Attorney General to publish detailed guidelines on permitted school closures and allows school officials to request legal opinions from county or state attorneys before proposing closures.

Amends section 15-511 to prohibit using school district resources to coordinate school closures, similar to existing prohibitions on using resources to influence elections.

Repeals previous provisions requiring schools to apply to the Department of Education for closure authorization due to illness, weather, or other conditions.
