AZ HB2022

Grants the State Treasurer exclusive authority to oversee issuing requests for proposals, selecting payment processing vendors, and executing contracts with vendors for Arizona Empowerment Scholarship accounts.

Requires the Department of Education to conduct annual audits and random quarterly/annual audits of empowerment scholarship accounts to ensure compliance with program requirements.

Authorizes the Department to remove parents or qualified students from program eligibility for contract violations, misuse of funds, or fraud, with a 10-day notice and opportunity to correct before removal.

Requires the Department to make quarterly transfers of calculated amounts to the Treasurer for deposit into individual student empowerment scholarship accounts, with authority to adjust transfer schedules if needed.

Allows the Department to adopt rules for account administration including fraud examinations, anonymous fraud reporting services, hotlines, and contracting with independent third parties to verify student eligibility for educational services.
