Amends Arizona Revised Statutes section 28-2003 to add a new fee category for part-time residency registration stickers, with the fee amount to be determined by the director.

Adds section 28-2160 establishing a part-time residency registration sticker program for nonresidents who remain in Arizona for more than 30 consecutive days.

Requires nonresidents operating vehicles in the state for more than 30 consecutive days to apply for and affix a part-time residency registration sticker to their vehicle's windshield.

Mandates that registering officers inform applicants they may be subject to vehicle emissions testing requirements pursuant to section 49-542.

Makes conforming technical amendments to statute formatting and fee language throughout section 28-2003.
