Amends Arizona Revised Statutes sections 16-161 and 16-549 relating to voter registration and special election procedures.

Requires county recorders to report to the secretary of state and post on their website the number of registered voters who have not provided proof of citizenship and the number of federal-only ballots cast by such voters after each general election.

Modifies the emergency voting procedure for hospitalized electors by requiring they to provide identification per section 16-579 and sign a statement under penalty of perjury documenting an emergency between 5:00 p.m. on the second Friday before the election and 5:00 p.m. on the Monday immediately preceding the election.

Specifies that signed emergency statements from hospitalized voters are not subject to public inspection under Arizona's public records laws (title 39, chapter 1, article 2).

Clarifies that emergency ballots from hospitalized voters must be sealed in an envelope and processed as provisional ballots pursuant to section 16-584.
