Adds new authority to district governing boards under §15-1444 to offer four-year baccalaureate degrees that are accredited by a regional accreditation agency approved by the United States Department of Education.

Makes minor technical corrections to statutory language regarding employment contracts, terminology, and procurement procedures for community college districts.

Clarifies the definition of "provisional community college district" to apply only to districts organized before January 1, 2015.
