Appropriates $60,000,000 from the state general fund in fiscal year 2019-2020 to the department of transportation for street or highway projects.

Distributes $30,000,000 to counties with $1,500,000 allocated to each individual county and the remaining funds distributed based on population.

Distributes $30,000,000 to cities and towns with $150,000 allocated to each individual city or town and the remaining funds distributed based on population.

Uses 2017 United States census bureau population estimates for determining population-based distributions.

Restricts use of distributed monies to street or highway projects, including construction or maintenance of streets or highways.
