Amends Arizona Revised Statutes Section 16-828 regarding proxy voting at political party meetings.

Limits state committee members to giving proxies only to qualified electors from the same county where the member resides.

Limits county committee members to giving proxies only to qualified electors from the same precinct where the member resides.

Restricts any qualified elector attending a meeting to voting a maximum of two proxies in addition to their own vote.

Requires all proxies to be attested by either a notary public or two witnesses, with proxy validity limited to the specific meeting for which it was given.
