Amends Arizona Revised Statutes sections 16-579 and 16-580 regarding election procedures for federal office ballots and voter assistance.

Adds criminal penalty making it a class 3 misdemeanor for election judges or officials to give a ballot containing all offices and questions to an elector who is only eligible to receive a federal offices-only ballot.

Requires that a person assisting a voter must be a United States citizen, adding a new eligibility requirement for voter assistance.

Makes minor clarifications to ballot distribution procedures, including changing "prior to" to "before" in signature roster signing requirements.
