Moves the Arizona primary election date from the tenth Tuesday before the general election to the seventeenth Tuesday before the general election, effective beginning in 2020.

Changes primary election timing in sections 16-201, 16-204, and 16-206 of Arizona Revised Statutes to establish the later primary date.

Applies the new seventeenth Tuesday date to both candidate elections and other elections held by political subdivisions beginning in 2020.

Maintains the current tenth Tuesday date through 2019 as a transition period before implementing the seventeenth Tuesday date in 2020 and beyond.
