Lowers the minimum age for foster care youth eligibility for tuition waiver scholarships from 16 to 14 years old.

Applies to youth currently in foster care, previously in foster care, or adopted from foster care after reaching the new minimum age.

Maintains existing requirements including U.S. citizenship or lawful presence, personal assets under $10,000, enrollment in accredited degree or certificate programs, and completion of 30 volunteer hours annually after the first year.

Continues automatic renewal of scholarships until recipients reach age 23 or obtain a baccalaureate, associate, or certificate degree, whichever occurs first.
