Amends Arizona Revised Statutes section 15-393 to allow 9th grade students to be included in career technical education district (CTED) student counts and average daily membership if the program serves a workforce need in agriscience, automotive technologies, construction technologies, manufacturing, or engineering.

Previously, students in kindergarten through 9th grade could not be included in CTED student counts or funded by CTED monies, except for 8th and 9th graders who could be funded by the five cent qualifying tax rate.

Appropriates $4,400,000 from the state general fund in fiscal year 2019-2020 to the department of education for state aid to career technical education districts.

Maintains existing provisions requiring CTEDs to use funding to enhance and supplement career and technical education courses and facilities, and prohibiting school districts from discouraging student participation in CTED programs.
