Requires the Arizona Department of Health Services (AHCCCS administration) to issue financial and program accountability trends reports twice yearly beginning April 1, 2020, covering behavioral health services for children in the comprehensive medical and dental program by geographic service area.

Mandates reports track five accountability factors: percentage of children receiving behavioral health services, monthly cases opened/closed/remaining open, types of services and costs, notices of action and outcomes, and notices of appeal with administrative and final decisions.

Requires the Department of Child Safety to issue quarterly financial and program accountability trends reports through December 31, 2022, tracking three factors: number and percentage of foster care children who are Title XIX eligible, monthly Title XIX cases opened/closed/remaining open, and non-Title XIX expenditures by service type.

Reports must be submitted to the Governor, relevant legislative committee chairs, joint legislative budget committee director, Governor's Office of Strategic Planning and Budgeting director, and Secretary of State.

Repeals Laws 2013, chapter 220, section 7, as previously amended in 2016 and 2018.
