Prohibits operating a motor vehicle on a highway while using a wireless communication device to manually write or send a written message.

Exempts law enforcement, safety personnel, authorized emergency vehicle drivers performing official duties, and use of devices for global positioning or navigation services.

Establishes civil penalties: $100 for first violation without accident, $300 for subsequent violations without accident, and $500 for violations involving a motor vehicle accident ($10,000 if accident results in death.

Classifies violations as nonmoving civil traffic violations.

Requires law enforcement officers to indicate on written accident reports when a driver was using a wireless communication device to send or write a message at the time of an accident.
