Requires all school districts in Arizona to become unified school districts by July 1, 2024.

Mandates county school superintendents conduct feasibility studies by September 15, 2020 on consolidating or unifying school districts within their counties, with school district governing boards developing plans by June 30, 2022.

Allows consolidation or unification without voter election if all affected governing boards approve resolutions, with unified districts eligible for revenue control limit increases of 7%, 5%, and 3% in their first three years of operation.

Eliminates union high school districts by June 30, 2024, requiring them to consolidate common school districts, unify with common school districts, dissolve, or convert to high school districts by January 1, 2023.

Appropriates $250,000 to counties with populations of 500,000 or less and $750,000 to larger counties in fiscal year 2019-2020 for implementation costs and feasibility studies.
