Requires school districts, charter schools, and career technical education (CTE) districts offering Junior Reserve Officer Training Corps (JROTC) programs to classify them as career technical education courses or programs.

Mandates the CTE division of the Department of Education to approve JROTC programs that meet the requirements of either a CTE course or CTE district program as defined in statute.

Appropriates $500,000 from the state general fund for fiscal year 2019-2020 to the Department of Education for distribution to eligible JROTC programs on a prorated per-pupil basis.

Eligible recipients include CTE districts with approved JROTC programs and school districts with JROTC programs that meet CTE course or program requirements.
