HB 2083 Summary

• Department of Education must conduct an annual statewide survey by January 1 each year using information from school districts and charter schools to assess kindergarten through grade three reading proficiency.

• Survey must collect data on daily hours of kindergarten instruction provided, funding mechanisms for full-day kindergarten, pupil reading proficiency levels, and reading programs used at each school.

• Department must include survey results and data collection findings in the early literacy program report required by section 15-249.09.

• Section 15-249.14 (the new requirement) automatically repeals on December 31, 2023.
