Appropriates $5,000,000 from the state general fund in fiscal year 2019-2020 to the Secretary of State for 2020 census communication and outreach efforts.

Distributes $2,500,000 to counties on a pro rata basis based on population and $2,500,000 to cities and towns on a pro rata basis based on population.

Requires funds be used only for communication and outreach to increase census response rates and accuracy, with focus on hard-to-count populations.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190.
