AZ HB2105

Establishes preference for veteran-owned business bidders and Arizona bidders in state procurement contracts when two or more bids are identical in price, with veteran-owned businesses receiving first preference.

Requires purchasing agencies to add a percentage increase to nonresident bidders' bids equal to the preference percentage given to in-state bidders in their home state, with the department publishing an annual list of states with in-state bid preferences.

Defines "Arizona bidder" as a business authorized to transact in Arizona, maintaining headquarters in the state for at least 12 consecutive months, and paying all assessed taxes (with exemption for employers of 500+ full-time Arizona residents receiving health care benefits).

Defines "veteran-owned business" as a business at least 51% owned by one or more veterans, managed and operated by veterans, with home office located in Arizona and not a foreign subsidiary.

Applies only to contracts awarded under section 41-2533, subsection G of Arizona Revised Statutes.
