Repeals sections 41-1291 and 41-1291.01 of the Arizona Revised Statutes, which established the joint legislative review committee on state plans relating to carbon dioxide emissions from existing power plants.

Removes the requirement for the Arizona Department of Environmental Quality director to submit quarterly reports to the legislative committee on actions taken to develop a state plan for regulating carbon dioxide emissions from electric generation units.

Eliminates the mandate that the director submit proposed state plans to the legislative committee at least 90 days before submitting them to federal administrators for approval.

Removes the notice requirement that the director provide the legislative committee with information about proposed rules related to carbon dioxide emissions at the same time they are submitted to the secretary of state.

Retains the director's authority to develop and enforce a state plan in consultation with the Arizona Corporation Commission and affected public power entities to comply with federal clean air act regulations on carbon emissions.
