Requires public entities constructing new or totally renovating existing public restrooms to include at least one changing station capable of serving both babies and adults and accessible to all genders in each building.

Mandates signage at or near changing stations indicating their location and requires inclusion of their location in building directories if one exists.

Allows exemptions if installation is infeasible, conflicts with Americans with Disabilities Act standards, threatens historic property significance, or the building is not frequented by the public.

Requires changing stations to provide sufficient clear floor space complying with 2010 ADA standards for accessible design and does not create a private right of action.

Applies to construction and renovation projects with designs approved on or after January 1, 2020; defines "public building" as any building built in whole or part with public monies and "totally renovates" as construction of at least $50,000 that completely removes interior nonstructural elements.
