Amends Arizona Revised Statutes section 33-1307 to clarify state preemption over local landlord-tenant regulations.

Establishes that regulation of landlord and tenant rights, obligations, and remedies is a matter of statewide concern.

Prohibits counties, cities, towns, and other political subdivisions from enacting additional regulations on landlord-tenant matters, with exception for ordinances adopted before December 31, 2018.

Applies to all rental agreements for dwelling units located within Arizona, regardless of where the agreement was made.
