Establishes unauthorized practice of a health profession (practicing without required licensure or certification) as a class 5 felony and requires boards to refer verified complaints to county or state attorney for prosecution.

Allows boards to issue cease and desist orders, permits complainants to withhold identifying information, and enables continued submission of information during investigation.
