Eliminates the "inactive voter" status category and replaces it with automatic cancellation of voter registrations after two consecutive primary and general elections without voting.

Changes voter registration cancellation procedures by removing language that allowed voters to be placed on an inactive list and instead requiring registration cancellation if a voter fails to vote in two consecutive federal elections following notice.

Modifies section 16-166 to cancel registrations (rather than placing voters on inactive status) if electors do not respond to address verification notices within 35 days and fail to vote in two consecutive primary and general federal elections.

Updates section 16-583 to remove provisions allowing election officials to check an "inactive voter list" and permit such voters to cast ballots upon affirmation of residence, eliminating post-election procedures to restore inactive voters to active status.

Makes conforming changes to section 16-544 regarding the permanent early voting list to reference registration cancellation instead of inactive status.
