Prohibits county recorders from operating voting centers after 5:00 p.m. on the Friday immediately preceding an election through the Monday immediately preceding the election, whether designated as emergency voting centers or otherwise.

Extends the timeline for early ballot distribution from 27 days to 32 days before an election and adjusts the deadline for early ballot requests from the 31st day to the 36th day before the election.

Prohibits county recorders from allowing voters to correct or supplement early ballot affidavits after 7:00 p.m. on election day, except for challenged ballots or conditional provisional ballots requiring supplemental identification.

Restricts emergency early voting opportunities that occur between 5:00 p.m. on the second Friday preceding an election and 5:00 p.m. on the Monday preceding the election by prohibiting voting centers from operating during this period.
