Amends Arizona Revised Statutes sections 28-3002 and 28-3165 relating to driver license and nonoperating identification license fees.

Expands fee exemption to apply to any person without a residence address or whose address is a homeless shelter, replacing previous exemption limited only to veterans.

Removes the definition of "veteran" from section 28-3165, changing the homeless exemption from veteran-specific to broadly applicable to all homeless individuals.

Applies the same homeless exemption policy to both driver license fees (section 28-3002) and nonoperating identification license fees (section 28-3165).
