Establishes two west basin water users advisory councils: one for Mohave County (representing Hualapai Valley and Sacramento Valley basins) and one for La Paz County (representing Renegras Plain, McMullen Valley, and Butler Valley basins).

Each council consists of 10 members appointed by the governor within six months: eight voting members representing agricultural, local government, industrial, mining, conservation, and public water well owner interests, plus two nonvoting legislative members.

Council members serve six-year terms and are not compensated but eligible for travel reimbursement; members must reside or own property in their respective county.

Councils shall review groundwater data, advise the Department on management policies, analyze the independent consultant's report on groundwater depletion, and submit recommendations to the director, governor, legislature, and secretary of state by December 31, 2022.

Both advisory councils automatically terminate on July 1, 2027 pursuant to Arizona's sunset law.
