Changes "who" to "which" when referring to the department of administration and replaces "upon" with "on" in reference to issuing warrants or electronic funds transfer vouchers.

Clarifies that state agencies must certify private funds to the department of administration, maintain separate accounting records, and obtain approval from authorized persons before making disbursements.

Maintains existing exemptions for university dining halls, dormitories, bookstores, student activities, federal monies, and private monies of students and patients at state institutions.
