HB 2147 Summary

• Establishes the International Transportation and Trade Corridor Authority as a state body with statewide jurisdiction to construct, finance, and operate transportation and trade facilities for rail, roadway, fuel, energy, water, and other goods and services.

• Creates a nine-member board appointed by the governor (5 members), president of senate (2 members), and speaker of house (2 members), with members serving five-year terms and eligible for one additional term.

• Authorizes the authority to issue bonds for facility purposes, manage construction accounts and operating accounts, and enter into public-private partnerships under title 28 chapter 22, with design-build and qualifications-based contractor selection allowed.

• Requires jurisdictional sponsors (state agencies, counties, cities, and Indian tribes) providing land to indemnify the authority, maintain insurance, and comply with financial review procedures before entering agreements.

• Provides $200,000 appropriation to the authority for fiscal year 2019-2020 and establishes automatic termination of the authority on July 1, 2029, with full repeal of enabling law on January 1, 2030.
