Authorizes cities, towns, counties, and nongovernmental organizations to establish and operate needle and syringe service programs to reduce bloodborne disease transmission, needle-stick injuries to emergency personnel, and encourage drug treatment enrollment.

Requires programs to provide free needle and syringe disposal, free injection supplies in sufficient quantities to prevent sharing or reuse, and educational materials on overdose prevention, disease transmission, drug abuse prevention, and mental health and substance abuse treatment.

Requires programs to provide access to naloxone (opioid overdose treatment) kits or referrals to programs offering them, and personal consultations with program staff regarding mental health or substance abuse treatment options.

Grants immunity from drug possession charges under title 13, chapter 34 to program employees, volunteers, and participants for possessing needles, syringes, or residual controlled substances obtained from or returned to an authorized program, provided they have written verification from the program.
