Adds a new definition of "cannabis" to Arizona law (section 13-3401) that covers resin extracted from cannabis plants and compounds derived from tetrahydrocannabinol, separate from the existing definition of "marijuana."

Modifies the definition of "marijuana" to include plant material from which resin has not been extracted, and clarifies exclusions for mature stalks and sterilized seeds incapable of germination.

Removes "cannabis" from the list of narcotic drugs in section 13-3401, establishing it as a distinct controlled substance category.

Excludes both cannabis and marijuana from the definition of "general agricultural purposes" in county zoning laws (sections 11-811 and 11-812), preventing cultivation on agricultural land.

Updates cross-references throughout pharmacy law (sections 15-712 and 32-1901 and 32-1904) to reflect the new cannabis and marijuana definitions.
