Creates a new criminal offense of "unlawful securing of a firearm" when a person with criminal negligence fails to prevent a minor (under 17 years old) from accessing a readily dischargeable firearm by not securing it in a locked container or rendering it inoperable.

Establishes affirmative defenses when a minor uses a firearm while supervised by an adult for hunting, sporting, lawful defense, agricultural work, or other lawful purposes listed in statute.

Provides a 7-day grace period before arrest for family members whose minor relative discharges the firearm and causes death or serious physical injury to themselves.

Classifies violation as a Class 6 felony, or a Class 4 felony if the minor discharges the firearm and causes death or serious physical injury to themselves or another person.

Defines "readily dischargeable firearm" as any loaded firearm with ammunition, whether or not a round is in the chamber.
