Retains the medical exemption, allowing parents to provide written certification from a physician or registered nurse practitioner that immunizations may be detrimental to a child's health.

Requires pupils without documentary proof of immunization to be excluded from school during outbreaks of communicable immunization-preventable diseases, as determined by the Department of Health Services or local health departments.

Maintains the requirement that health departments notify school administrators of outbreak periods so they can enforce student exclusions.
