Prohibits election board workers (inspector, marshal, judge, or clerk) who are married to or are the parent or child of another election board worker from serving at the same polling location, and requires them to sign a sworn statement under penalty of perjury confirming this restriction.

Requires the county recorder or county officer in charge of elections to post on the county website the number and political party affiliation of applicants for election board worker positions and the number and political party affiliation of persons hired for such positions.

Requires the officer in charge of elections to report to the board of supervisors on efforts made to obtain representatives of the two largest political parties for all counting procedures at the counting center if such representatives cannot be present for all counting activities.

Clarifies that only authorized persons may touch ballots or ballot cards, and specifies that persons engaged in processing and counting ballots must be qualified electors and must be deputized in writing and take an oath to faithfully perform their duties.
