Amends Arizona Revised Statutes § 20-3321 to add "health care plan" to the definitions section, defining it as having the same meaning prescribed in § 20-3151.

Adds new Article 2 to Title 20, Chapter 25 establishing insurer responsibility for third-party service providers including pharmacy benefits managers, insurance affiliates, third-party administrators, and third-party payors.

Makes insurers in Arizona responsible for all acts of pharmacy benefits managers and other third-party service providers that fall within the scope of a health care plan, including administration of all patient claims processed by these entities.

Updates terminology throughout § 20-3321 from "carrier" and "payer" to "insurer" and "payor" for consistency with the new provisions.
