Amends Arizona Revised Statutes section 20-3321 to update the definition of "pharmacy benefits manager" and changes terminology from "carrier" and "payer" to "insurer" and "payor".

Adds Article 2 to Title 20, Chapter 25 to establish new provisions governing pharmacy fees.

Prohibits pharmacy benefits managers, insurance affiliates, third-party administrators, and third-party payors from charging pharmacies fees that are not disclosed at the time of claims processing.

Prohibits fees that are not reported on the remittance advice of an adjudicated claim or that are charged after the initial claim is adjudicated at the point of sale.
