Maintains existing civil penalty of $50 for violations, with penalties deposited into the child restraint fund to purchase systems for distribution to responsible agencies.

Establishes that the child restraint fund shall not exceed $20,000, with excess monies deposited into the Arizona highway user revenue fund.

Allows responsible agencies (hospitals, domestic violence shelters, homeless family shelters, and health clinics) to lend child restraint systems at no charge to indigent persons who need them to transport qualifying children.
