Exempts persons who are exempt from federal minimum wage and maximum hours requirements under 29 U.S.C. § 213(a)(19) from Arizona's minimum wage laws in Articles 7, 8, and 8.1 of Title 23, Chapter 2.

Provides retroactive and prospective liability protection for employers and former employers from civil actions, administrative complaints, and other proceedings related to violations of Arizona wage and hour articles for work performed by federally exempt persons.

Applies the exemptions and liability protections to any proceedings commenced before, on, or after the bill's effective date, regardless of when the work was performed.

Requires an affirmative vote of at least three-fourths of the members of each house of the legislature for the bill to become effective, per Arizona Constitution Article IV, Part 1, Section 1.
