Appropriates $620,485,100 from the state general fund in fiscal year 2020-2021 to reimburse school districts for the deferred payments.

Defers an additional $310,242,600 in school district state aid payments from fiscal year 2020-2021 until after June 30, 2021 but no later than July 12, 2021.

Appropriates $310,242,600 from the state general fund in fiscal year 2021-2022 to reimburse school districts for the second round of deferred payments.

Exempts charter schools and school districts with fewer than 600 students from the funding deferrals.
