Establishes that mugshot website operators publishing criminal justice records for commercial purposes are transacting business in Arizona.

Prohibits mugshot website operators from soliciting business or requiring payment in exchange for removing or revising published criminal justice records.

Creates a civil cause of action for subject individuals who suffer pecuniary loss or adverse effects from violations, with minimum damages of $100/day for first 30 days, $200/day for next 30 days, and $500/day thereafter.

Exempts news organizations and their representatives from restrictions when gathering, publishing or broadcasting information for news-related purposes.

Exempts licensed attorneys, private investigators, and registered process servers when activities relate to current or anticipated criminal or civil proceedings.
