Prohibits sheriffs from entering into inmate telephone system service contracts that allow them to receive revenue exceeding their reasonable operating costs for establishing and administering the system.

Prohibits the Arizona Department of Corrections from entering into inmate telephone system service contracts that allow them to receive revenue exceeding their reasonable operating costs for establishing and administering the system.

Specifically bars contracts that include commissions, profit sharing, percentage payments, up-front signing bonuses, inflated rent payments, or unrelated technology supplies.

Applies to both county jails (administered by sheriffs) and state prisons (administered by the department).
