Allows voters who have completed early ballots to cast them in person at their designated polling location on election day instead of by mail.

Requires voter identification verification and confirmation as prescribed in section 16-579 before early ballots can be deposited in ballot tabulation equipment at polling places.

Permits voters to discard the early ballot envelope and completed affidavit after depositing the ballot at the polling place on election day.

Maintains the existing requirement that county recorders hold unopened early ballot envelopes and affidavits until delivery for tallying, which cannot begin earlier than seven days before election day.

Requires county recorders to send a list of all voters issued early ballots to the election board of the precinct where each voter is registered.
