Moves the date of primary elections from the tenth Tuesday to the nineteenth Tuesday before a general or special election.

Updates Section 16-204 to reflect the new nineteenth Tuesday primary election date for candidate elections held in even-numbered years beginning in 2014.

Updates Section 16-206 to specify that the nineteenth Tuesday before the general election is the biennial primary election day and is not a legal holiday.

Applies the changes to all primary and first elections held by political subdivisions, including counties, cities, towns, school districts, and community college districts.
