Amends Arizona election law to prohibit county recorders and election officials from operating voting centers after 5:00 p.m. on the Friday immediately preceding an election through the Monday immediately preceding the election, whether designated as emergency voting centers or otherwise.

Applies the same voting center restriction to early voting locations established by county recorders, preventing their operation during the specified pre-election period.

Clarifies that emergency voting centers may only be designated when an act of God renders a polling place unusable or when all other facility options have been exhausted and no suitable facilities are willing to serve as polling places.

Maintains existing early voting procedures but restricts the timeframe during which emergency early voting centers can operate in response to unforeseen circumstances.
