Repeals Arizona Revised Statute section 16-544, which established the permanent early voting list program.

Removes references to the permanent early voting list from multiple election statutes (sections 16-168, 16-245, 16-411, 16-461, and 16-510).

Eliminates the requirement to exclude permanent early voters from receiving sample ballots for presidential preference elections, primary elections, and general elections.

Modifies the method for consolidating polling places by replacing the criterion based on the number of permanent early voters with a criterion based on voters "likely to request early ballots."
